Actually, if you read the article it appears to have worked quite well.
Police have gone undercover to get hard evidence on all the crack dealers in a particular 'hood and then given them a second chance. It's shut down three crack markets and gotten over half of the dealers to go straight. It's an amazing approach and one that seems to work.
